Mission Objectives

Our vision is to build up and support the whole man.

1. To create a better understanding and appreciation of the political involvement at the local, state, and national levels of Government.
2. To create a greater appreciation of the value of a more liberal investment of substance and self on behalf and interest of the community.
3. To promote business and community growth and development by promoting economic programs designed to strengthen and expand the income potential of business in Hoke County.
4. To encourage among our membership industry, self-reliance, general improvement, and spiritual and moral advancement.
5. To develop an awareness of the availability of governmental services.

BY-LAWS OF HOKE COUNTY CIVIC LEAGUE

Revisions adopted April 9, 2007

ARTICLE I

GENERAL

Section 1:        NAME:  The name of this organization shall be the Hoke County Civic League.

Section 2:        PURPOSE:  The Hoke County Civic League is organized to achieve the following objectives;  1) to create a better understanding and appreciation of the political involvement at the local, state, and national levels.  2) to create a greater appreciation of the value of a more liberal investment of substance and self on behalf and interest of the community.  3) to promote business and community growth and development by promoting economic programs designed to strengthen and expand the income potential of businesses in Hoke County.  4) to encourage among our membership industry, self-reliance, general improvement, and spiritual and moral advancement.  5) to develop an awareness of the availability of governmental services.

 Section 3:        The League, in its activities, shall address the interests, primarily of the African American Community for the good of Hoke County.  The League is non-profit organization as established by Chapter 59B, Uniform Unincorporated Nonprofit Association.

Section 4:        The League is a self-governing organization. The League is to work for a more democratic process while maintaining its autonomy.

Section 5:        It is understood, the Hoke County Civic League’s primary reason for being organized is to increase opportunities for African Americans to be elected to office, given access to better job opportunities, and to have a more active voice in the community.

 

ARTICLE II

MEMBERSHIP

Section 1:        ELIGIBILITY:  A person having an interest in the purposes of the Hoke County Civic League shall be eligible for membership. 

Section 2:        DUES:  Monthly Membership dues shall be $5 for individuals 18-64, $1.50 for individuals 17 and under, and $1.00 for senior citizens 65 and above.   

                                        Lifetime Membership dues are $50 for senior citizens 65 and above, and $100 for individuals 64 and below.  All dues are payable annually and are based on the calendar year January 1 through December 31.

VOTING

Section 3:        VOTING:  Each member has one vote.

 

ARTICLE III

MEETINGS

Section 1:        ANNUAL MEETING:  The annual meeting shall be held in December of each year.  The time and place shall be fixed by the EXECUTIVE BOARD.

Section 2:        ADDITIONAL MEETINGS:  A general meeting will be held monthly. 

Section 3:        QUORUMS:  A general meeting shall be held when a quorum is present.  A majority of the officers present shall constitute a quorum.

 

ARTICLE IV

EXECUTIVE BOARD

Section 1;        COMPOSITION OF THE BOARD:  The Executive Board shall consist of four ministers and five lay persons.  The president, vice-president, secretary and treasurer shall compose four seats on the Executive Board.

Section 2:        The Executive Board shall formulate and review the agenda of each meeting prior to the meeting.  If an emergency situation arises, the Executive Board has the authority to go into Executive Session and determine whether or not to discuss the issue at a meeting already in session.  The seriousness of issues/situations will determine the need of an Executive Session.

Section 3:        A member of the Executive Board who shall be absent from three consecutive regular Board meetings shall automatically be dropped from membership on the Executive Board unless confined by illness or otherwise decreed by a majority of those voting at any meeting thereof.  Vacancies on the Executive Board shall be filled by the League Body.

 

ARTICLE V

OFFICERS

President:                   The president shall preside over all meetings, be an ex-officio member of all committees, represent the organization and appoint committees.

Vice-President:           The vice-president shall preside over meetings when the president is absent or when asked to do so.

Secretary:                  The secretary shall record and read official minutes of the League meetings and handle League correspondence.

Asst. Secretary:         The assistant secretary shall act in the absence of the secretary or when called upon to assist the secretary.

Treasurer:                           The treasurer shall handle all League finances; keep a record of income and expenses; give a brief financial report at each meeting, a full report quarterly, and help to prepare the annual budget.  Funds shall be kept on deposit in a financial institution approved by the League.  The treasurer shall be responsible for safeguarding all funds received by the League and for their proper disbursement.  Such funds shall be subject to checks signed by the Treasurer and Secretary.  The treasurer shall chair the Budget Committee.

Parliamentarian:        The parliamentarian shall maintain order during meetings and advise the president on matters and proceedings. The current edition of ROBERTS RULES OF ORDER shall be the final source of authority in all questions of parliamentary procedure when rules are not consistent with the Constitution or By-Laws of the League.

All officers shall serve a term of one year.  Term of office shall run from January 1 – December 31.  New officers shall be elected at the December meeting and be installed at the January meeting.

 

ARTICLE VI

 

Section 1:        Appointments and Authority:  The president shall appoint all committees.  Committee appointments shall not exceed the term of the appointing president.

 

Section 2:      Limitation of Authority:  The EXECUTIVE BOARD shall act for and on behalf of the general membership when the membership is not in session, but shall be accountable to the membership for its action.  The President shall serve as Chairman of the Executive Board.  A quorum of the Executive Board shall consist of two-thirds (2/3) of its members. No action by any member, committee or officer shall be binding or constitute an expression of the policy of the League until it shall have been approved by the League.

 

ARTICLE VII

FINANCES

Section 1:        Budget:  As soon as possible after the election of the new officers, the Budget Committee shall; 1) Compile a budget of estimated income and expenses. 2) Plan fund raising drives to be presented to the League as recommendations.

 

ARTICLE VIII

DISSOLUTION

Section 1:        Procedure:  This League shall use its funds only to accomplish the objectives and purposes specified, and no part of said funds shall be distributed to members or officers of the League.  Upon dissolution of the League, any funds remaining shall be distributed to a qualified charitable organization to be selected by the League Body.

 

ARTICLE IX

AMENDMENTS

Section 1:        Revisions:  These By-Laws may be amended or altered by two-thirds (2/3) vote of the League at any regular meeting.

 

ARTICLE X

           

The League shall empower the Educational Committee to review and approve hardship case applications to be finalized by the Executive Board.

 

As of April 9, 2007, this League’s By-Laws are current as written.
